Russian Federation State Small Boat Inspectorate was established with Decree ? 259 issued by the RSFSR Council of Ministers on 15 th June, 1984. The State Small Boat Inspectorate of Russia included inspecting departments, teams and rescue subdivisions, such as rescue stations, rescue spots, search teams of divers.
According to RF President’s Decree ? 991 issued on 28 th August, 2003 and RF Government?s Decree ? 47 issued on 6 th February 2004, the State Small Boat Inspectorate is under the authority of EMERCOM of Russia. The RF Government with Decree ? 835 issued on 23 rd December, 2004 passed The New Rules and Regulations according to which the State Small Boat Inspectorate of the EMERCOM of Russia includes

Since the State Small Boat Inspectorate?s establishment, over 180,000 people have been rescued within water areas.
Since 1 st July, 2005 united teams of State Small Boat inspectors and rescue workers have been patrolling the Russian Federation water areas.
There are permanent patrol groups involving both rescue workers trained for diving and State Small Boat Inspectors in the areas where rescue subdivisions are stationed. According to the data as on 1 st November 2006, 1,115,000 small boats, with 758,260 motor boats among them, 4056 small boat houses, 4645 beaches, 889 water crossing places, including 501 ice covered and 268 places for small boat crossing, and 120 floating bridges have been registered by the State Small Boat Inspectorate.
In 2006, over 150,000 small boats were registered for the first time by the State Small Boat Inspectorate of the EMERCOM of Russia. It is the outcome of the everyday explanatory work carried out by the inspectors, enhanced control and proceedings against infringers within water areas.
In 2006 State Small Boat Inspectors were on patrol of water areas of Russia over 40,000 times. As a result, over 45,000 infringers have been revealed.
The State Small Boat Inspectorate of the EMERCOM of Russia are engaged in automation of the management processes within their departments, as well as in control and analysis of their activities using an automatic data control system.
In 2007 the State Small Boat Inspectorate of the EMERCOM of Russia started distance teaching and testing small boat drivers. Boat owners and drivers from all over the Russian Federation can call the State Small Boat Inspectorate of the EMERCOM of Russia «hotline». In 2006, 98,000 calls were answered by the State Small Boat Inspectorate staff.
